Sex offenders will no longer be able to work for local enterprises, public institutions and social organizations that involve contact with children, the Shanghai People’s Procuratorate announced yesterday.
It issued a document on an employment restriction system to cover all city enterprises, public institutions and social organizations which have special duties in regard to minors, such as guardianship, education, training and help, day care and medical care. They include kindergartens, primary and middle schools, nurseries for children under 3, children welfare institutions and training schools, medical institutions, and cultural and sports centers for juveniles.
According to the document, in addition to reviews for people directly responsible for minors, such as teachers, doctors, coaches and child-care workers, there will also be strict checks on those who may come into close contact, such as security guards, doorkeepers and drivers. There will also be reviews for volunteers working in related sectors.
Anyone with a record of rape, molesting children, sexual assault or procuring for prostitution would be barred from employment.
The document stipulates that people applying for jobs involving minors must report any sexual offenses on their record.
Employers should also review records and check with police.
Government departments will provide guidance and supervision for employers in implementing the system, the document says, adding that refusal to comply will carry administrative or even criminal penalties.
Procuratorates in Shanghai have been working on establishing a sex offender employment restriction system for years.
